REQUEST FOR QUALIFICATIONS
- 1.0 INTRODUCTION
We are requesting proposals from engineering firms qualified to perform various environmental services within our jurisdiction. The work may be funded by local, state or federal funds. A firm selected from this RFP will be qualified to perform all types of the expected work, regardless of the funding source.
- 2.0 SITE DESCRIPTION
The work site is specifically the wastewater treatment plant facilities located on South Municipal Street, off Route 54 West.
- 3.0 OBJECTIVES AND SCOPE
The overall goal of the work will be a multi-tiered project to address special conditions as part of the NPDES permit. Goals will include generating plans and specifications for either alternate means of disinfection of wastewater effluent or the installation of de-chlorination equipment per EPA standards and specifications. Goals may also include the creation of a CSO pollution prevention plan (PPP), a Capacity, Management, Operations and Maintenance (CMOM) plan as well as the implementation of the CSO O&M plan. Work may include EPA Quality Assurance Project Plans (QAPP), Sampling and Analysis Plans (SAP), Health and Safety Plans, Work Plans, Corrective Action Sampling, Public Education and Stakeholder meetings.

- 5.0 METHODOLOGY FOR TREATMENT ASSESSMENT AND OPTIONS
All work will comply with the appropriate regulations and standards. The proposal shall identify and address the firms experience in dealing with potential regulations and standards.
- 6.0 QUALITY ASSURANCE
The proposal shall provide a description of the internal project management program, standard operating procedures, the quality assurance/quality control plan and the data management system. The proposal should describe the measures that will be used to ensure that defensible and quality data are collected and reported for this project.
- 7.0 COMMUNITY OUTREACH/ENVIROMENTAL EDUCATION PLAN
The firm will identify experience and qualifications to implement a community outreach and environmental education plan that deals with complex environmental issues. The ability to achieve win-win solutions and facilitate community support should be addressed.
- 8.0 DELIVERABLES
Deliverables are expected for a variety of tasks. The firm shall provide a description of the format of deliverables they expect to provide, including the internal procedures to assure quality and effectiveness.
- 9.0 QUALIFICATIONS
The proposal will include description of roles of key personnel expected to work on these projects, and their resumes, which indicate work location, education/certifications, and experience in the following areas:
- Managing and performing on NPDES permits and special conditions
- Familiarity with chlorination and de-chlorination and other wastewater effluent treatments
- Familiarity with CSO’s, PPP’s, and CMOM’s
- Working with Federal and State regulatory agencies
- Working with Counties, Planning Agencies and Municipalities
- Providing community outreach and environmental education
- Experience on the uses of alternative or innovative technologies
Include references and names of staff persons involved in the projects described.
- 10.0 SCHEDULE AND COSTS
The proposal should address the capacity of the firm to provide the work with a schedule and amount to be determined at a later date. Typical billings rates and cost for example tasks shall be provided.
- 11.0 SUBMITTAL PROCEDURES
Written response proposals to this RFQ must be received by September 1, 2017. Proposals received after this date will not be considered. Please deliver two copies of the proposal to:

The recipient must supply a statement the consulting firm presently has no interest and shall not have any interest, direct or indirect, which would conflict in any manner with the performance of the services contemplated by the agreement. No person having such interest shall be employed by or associated with consultant during the term of this agreement.

- 12.0 SELECTION PROCESS
An evaluation committee comprised of City staff will review each proposal. We reserve the right to reject all proposals. The cost of preparing responses to this RFQ shall be borne by the respondents and shall not be reimbursed. Criteria for rating firms will include the following:
Proposal from responding firms will be scored on the following basis:
25% Professional and educational experience of key personnel to be assigned to the project, and the firm’s experience with the type of project/process as well as the project site. Firms that have developed approved PPP’s and CMOM’s will receive a minimum of 10 percentage points.
20% The firm’s reputation for personal and professional integrity and competence, and ability to provide required services within the project period.
20% Including in the response of convincing scientific/logical strategies and processes, including innovative approaches as applicable.
15% Demonstration of success in solving complex environmental situations, particularly with a high level of stakeholder and regulatory involvement, and working with the clients of a similar type.
10% Typical costs associated with the scope of work. Final costs will be negotiated with the selected firm upon submittal of a detailed work plan.
10% Familiarity and past relationship with the Client with regard to environmental services.
