RESOLUTION 2013-3
RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENTS WITH SUPPLIERS TO PURCHASE EQUIPMENT, LABOR AND SERVICES TO MAKE GENERATOR UNIT 5 COMPLIANT WITH RICE NESHAP STANDARDS
WHEREAS, the City of Farmer City has previously determined it is desirable and in the public interest to own and operate a diesel powered electric generating plant;
WHEREAS, the existing exhaust system on generator unit #5 does not comply with USEPA RICE NESHAP regulations and is in poor, non-repairable condition;
WHEREAS; the USEPA has set new rules for the reduction of emissions from stationary diesel generators;
WHEREAS; the purchases of a new exhaust silencer and adding Oxidation Catalytic Converter would replace the non-repairable exhaust silencer and meet the new emission rules set by the USEPA
NOW THEREFORE BE IT RESOLVED by city council of the City Farmer City, DeWitt County, Illinois that:
FIRST: The City of Farmer City has previously determined it is advisable and in the public interest to improve the diesel powered electric generating plant by replacing the exhaust silencer and adding an Oxidation Catalytic Converter
SECOND: The city manager is authorized to sign agreements and purchase orders with various suppliers of equipment, labor and services as recommended by the electric superintendent and the City’s engineer for the purchase of equipment, labor and services to cause Generator Unit #5 to comply with the USEPA RICE NESHAP regulation by May 3, 2013. The total cost of equipment, labor and services for installation and removal Oxidation Catalytic Converter shall not exceed $157,200.00
