AMENDING CHAPTER 30: GOVERNMENTAL STRUCTURE PROCEDURES: STANDING RULES 30.136 ORDER OF BUSINESS
WHEREAS, the city of Farmer City is an Illinois municipal corporation, organized and operating pursuant to the laws and constitution of the state of Illinois; and
NOW, THEREFORE BE IT ORDAINED, by the mayor and city council of the city of Farmer City DeWitt County, Illinois that:

- Limitations: The Mayor may impose reasonable limitations on the citizen participation at City Council meetings such as barring repetitious, irrelevant, immaterial, or inappropriate comments or testimony. The Mayor reserves the right to halt or suspend the public forum.
- Persons Wishing to Speak: Persons (petitioner) wishing to speak during the Public Comment Section of the City of Farmer City posted agenda shall sign in before the start of the meeting stating name, address and topic to be discussed. All speakers (petitioner) shall comply with the rules, which shall be posted at the speaker sign in desk.
- All speakers (petitioner) shall be recognized by the Mayor and shall have a 5-minute limit to speak to Mayor and Council present. Public participation after the petitioner’s reply shall be prohibited unless the City Council directs otherwise.
Section 1. If any section, subsection, sentence, clause, phrase or portion of this Article is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision and such holding shall not affect the validity of the remaining portions hereof.
Section 2. This ordinance shall take effect immediately upon its passage, approval and publication in pamphlet form
