FINAL DAY TO FILE PETITIONS FOR THE APRIL 9, 2013 CONSOLIDATED ELECTION
HAS BEEN CHANGED TO WEDNESDAY, DECEMBER 26, 2012 5 P.M.
Senate Bill 3338 was signed by the Governor on Sunday, December 2.
This legislation changes the final day for filing a candidate petition from December 24 to December 26 so that the offices of municipal and township clerks, as well as school and park district administrative offices are not required to be open to accept petitions on Christmas Eve. December 26 would become the new filing deadline for 2012. The Illinois Municipal League encourages municipal clerks that are impacted by this change to place notices on the municipal website and at your municipal building stating that the deadline for filing petitions is now December 26 at 5:00.
The bill also contains language allowing for the Governor to issue an order so that the special election to replace Congressman Jackson corresponds with the upcoming consolidated local elections. This will result in cost savings since an additional election date will not be necessary.

Election Filing Deadline Change to Allow Districts Options on Christmas Eve, New Years Eve
Nominating petition forms for the April 9, 2013 school board election in Blue Ridge Community Unit School District #18 are available and may be picked up in the District Office of Blue Ridge CUSD #18, 411 North John Street, Farmer City, IL 61842, on any business day between 8 a.m. and 4 p.m. The nominating petitions may be picked up at the District Office any business day up to December 26, 2012.
A school board candidate’s petition must be filed in the same office no earlier than 8 a.m., on Monday, December 17, 2012 and no later than 5:00 p.m., Wednesday, December 26, 2012.
A Statement of Economic Interests, which is obtained from the candidate’s County Clerk from the county in which they reside, must be included with the candidate’s petition by December 26, 2012 at 5 p.m. A candidate’s petition without a Statement of Economic Interest cannot be entered on a ballot for the election.
For the last several months, ISBE along with other education and local government stakeholders have been working to change election law that currently requires local governments to remain open to accept election petitions on Dec. 24. PA 97-1134, which passed during the first week of the fall veto session, changed the election filing deadline to Dec. 26, 2012 and will effectuate an objection petition filing deadline of Jan. 3, 2013 (Five business days after the petition filing date). This change will allow districts to remain closed or close early on Christmas Eve and New Year’s Eve if they choose to do so. Forms may be picked up in the District Office of Blue Ridge CUSD #18, 411 North John Street, Farmer City, IL 61842, on any business day between 8 a.m. and 4 p.m. The nominating petitions may be picked up at the District Office any business day up to December 24, 2012.

To be eligible to serve, a school board member must be, on the date of election, a citizen of the United States, at least 18 years old, a registered voter, and a resident of the State of Illinois and the school district for at least one year immediately preceding the election.
Elections are nonpartisan and board candidates do not indicate a political party affiliation. Candidates should be aware of financial conflict-of-interest limitations set forth in state law.
Nominating papers may be filed by the candidate in person, by mail or by an agent. They consist of the following:
1) Nominating petitions signed by a least 50 voters residing within the district. Petitions must be securely bound together with pages numbered consecutively, and each page must carry the notarized signature of the petition circulator.
2) Statement of candidacy, which includes a request that the candidate’s name be placed on the official ballot, the address of the candidate, the office sought, and a statement that the candidate is qualified for the office and has filed (or will file before the close of the petition filing period) a statement of economic interests as required by the Illinois Governmental Ethics Act.
3) A receipt from the county clerk showing that the candidate has filed the statement of economic interests as noted above.
4) A loyalty oath, which is optional. A candidate may choose to file it or not.
Other important dates for candidates are:

• Wednesday, January 2, 2013: last day for a candidate to withdraw from nomination.
